What does Signal Congress actually track?▾
We track every Periodic Transaction Report (PTR) filed under the STOCK Act by House and Senate members. These are legally required disclosures whenever a member, their spouse, or dependent children trade a stock over $1,000. We parse the underlying PDFs, score each trade, and surface the highest-conviction signals.
How is this different from just reading the disclosures myself?▾
The raw disclosures are machine-readable XML and scanned PDFs across two separate government systems. We do the parsing, normalization, conviction scoring, cluster detection, and committee relevance mapping — and deliver it as a searchable dashboard with alerts. The raw data would take hours per day to track manually.
Is congressional trading data public?▾
Yes. Under the STOCK Act (2012), all congressional trades must be disclosed within 45 days. The House Clerk and Senate eFD systems publish this data publicly. Signal Congress adds a signal layer on top of public data — we do not have access to non-public information.
Is this investment advice?▾
No. Signal Congress is a data and research platform. Nothing on the platform constitutes a recommendation to buy or sell any security. Congressional trading signals are one input among many — they should not be the sole basis for any investment decision. Always consult a licensed financial advisor.
